Board the cable car (ropeway) from the base station near Har Ki Pauri. The 5-minute ride offers panoramic views of Haridwar city and the Ganga river. Ticket counter is at the base. Walk-up option is 1.5 km.
Enter the temple complex atop Bilwa Parvat. Visit the main shrine of Goddess Mansa Devi (a form of Shakti who fulfills wishes). Two idols are worshipped — one with three mouths and five arms, another with eight arms.
Tie a sacred thread (kalava/mauli) on the wish-fulfilling tree in the temple complex while making a wish. When the wish is fulfilled, return to untie the thread. Thousands of threads adorn the tree.
Walk around the hilltop for stunning views of Haridwar, the Ganga, and the Shivalik hills. On clear days, the snow-capped Himalayan peaks are visible. This is the best vantage point in Haridwar.
